Accoding to the statistics on the survey of CNNIC (http://www.cnnic.net/) in 2001, then number of Internet users in China increased from 10,000 in December 1999 to 22,500,000 in January 2001, expecting 61,000,000 users in 2002. The gender proportion of Internet users appeared to be of men 79% and 21% of women in July 1999, and 69.56% of men and 20.44% of women in January 2001 showing that men are still dominant upon the use of Internet. The proportion of men and women using the Internet informs that there are more men who are heavy user by the ratio of 65:35, and more women who are light users by that of 49:51.

Despite such restrictions related to the Internet use it is China, which has the potential energy in the Asia-Pacific region. Although the percentage of Internet spread is as low as 3%, the number of members is over 12.3 million. Particularly, the construction of wireless and fiber optic cables as a new backbone and the establishment of department of Information Industry generalizing policies and industries in 1998 would increase the number by geometric progression (ETRI, 971)

Restriction Law on Internet Use

  • Regulation on International ISP confidential protection (2001.1): prohibition of external connection on contents and system related to the national secrecy, restriction of transmission and accumulation on the Internet
  • Regulation on Management of Internet News: requiring preliminary admission for the production of Internet news, the possession of National Press IDs for the Web-reporter, etc.
  • Regulation on Management of ISP IT Service (2000.10): Ban on distributing, reprinting and producing contents related to national secrecy, impairment of the honor of nation, pornography, violence and etc.

10th 5-Year Plan (2001-2005)
China formulated goals regarding the development of national informatization and strategic policy during the 10th 5-year plan period to achieve the establishment of National Informatization in 2015.
- Informatization of Government: uplifting the level of governmental informatization, improvement of governmental operation efficiency, realization of information sharing among the governmental departments.
- Informatization of Industry: Informatization of agriculture, manufacture, merchandising, financial business, and departments of energy, transportation and construction
- Informatization of enterprise: Informatization of large corporations and smaller businesses
- Electronic Commerce: Enactment to manage and support Electronic Commerce and the establishment of Certification Center, Cryptography Key Center, Payment Gateway and EDI Center

An Enforcement Plan to Informatize Shanghai by 2002 (September 2000)
- This project aims to upgrade the level of informatization in Shanghai from the persent 8% to 30%, the average level of informatization in the advanced country by 2002.
- This also aims for the provision of two-way cable TV facilities at 3,000,000 homes and the expansion of informatization housing complex up to 50%

3 Major Project (1999)
1. Government
- This project aims to possess 30% of the websites on information and local government in 1998, and to increase it up to 80% by 2000.
- It also aims to construct a web service for the public from different dimensions of ministries.
2. Corporations
- This offers Internet access service up to top 200 enterprises, 10,000 public corporation and 1,000,000 smaller businesses to increase and international merkets as well as to raise the conpetitiveness
3. Households
- This offers Internet guidelines for personal and household uses.

Cybernation Plan of Beijing (September 2000)
This cybernation project started at the beginning of 2000 in Zhongguancun, northeast of Beijing. It is called "Silicon Valley of China", for the purpose of making people use websites on a daily basis.

Construction Plan of Beijing (October 2000)
The Industry of Information Technology achieved 40% of the whole urban economy and the IT industry labor achieved 30% of the whole labor.

Haidian Science Park
The Zhong Guan Cun Science Park, called as the Silicon Valley of China, was established in 1988 with 73 Universities including Beijing University. Tienhwa Uiversity and 230 research institutes. It is the best up-to-date-technology center in China with over 4,500 high technology related corporations and 100,000 technological workers.

One-four-eight Project
This is the project that developed the Haidian Science Park promoting 4 stations for infrastructure construction and 8 requisites for environmental establishment.

Golden Project
: Firtst of all, the Chinese government has been working on 3 main projects: the Golden Bridge, the Golden Gate and Golden Card during the 9th 5-year economic development period. The Golden Bridge developed public economic information network connection of state-won companies as well as informatizing the local area; Golden Gate, on the other hand, established a network to link government organizations and businesses related to exporting and importing taxation; Golden Card is a project to build credit payment system by constructing a network among each local financial institute.
